A Blueprint to A.C.T. for California’s Next Insurance Commissioner

California is facing a growing insurability crisis, with rising premiums, reduced availability of coverage, and increasing pressure on households and communities as climate-driven disasters intensify. This moment is especially consequential as California prepares to elect a new Insurance Commissioner — a role with significant authority to shape how the state responds to these challenges. These challenges extend beyond the insurance market. When coverage becomes unaffordable or unavailable, the impacts ripple through housing, small businesses, and local economies — affecting financial stability across the state.

For the first time, a collection of experts in insurance, consumer advocacy, climate, systemic financial risk, and community investment has come together to craft a vision for how to solve California’s insurance crisis. The resulting Blueprint is a set of clear priorities and actions for the state’s next Insurance Commissioner to protect affordability and access, strengthen oversight and accountability, and address growing climate-related financial risks across the system.
